Using you knowledge of place value and decimals you are going to create a new coin to go in the thousandths column. If it is in the thousandths column 1000 of them make up one dollar, so it is not very valuable at all. You will need to come up with an appropriate design for your coin, as well as a name that suits. In order to do this you will need to think about its place value and why the other coins are called what they are (eg. cents are one hundredth of one dollar).
